The 99 and 103 spots are narrower than the others and you are probably a bit outside the Portland spot beam. The strength will probably be slightly low. I think it is transponder 3 on 103, which shows up weakly in the Seattle area (strength 51 on my H20). I don't know if Directv will actually authorize you to receive the Portland HD channels in Bend.

That is normal (unfortunately). You have the option to continue and should let the receiver do that. Later go back into setup and select satellite and signal strength. You should see "n/a" for everything on 99 (part of the same problem) but you will see something on 103. The 99 problem doesn't affect reception and should be fixed in a future software update (which is long overdue).

There are a few more local areas to be added to the current 99 and 103 sats, which are spotbeam-only. When the two new satellites at 99 and 103 are operational next year more local areas and national HD channels will be added (probably starting next summer).
