I'm not the one who can answer some of the critical questions you will have. But it appears he may be talking about what is referred to as the Eastern Arc which is simply a constellation of satellites located more easterly that will have all the same channels and perhaps your locals in HD. It requires a different dish and the receivers have to be able to decode MPEG4 content. Some older receivers cannot do that.
The problem is that the Eastern Arc is just rolling out and installers are learning how to install the new dish. Until someone else more familiar with your location chimes in here, you may want to go to the EchoStar Knowledge Base web site. One of the Eastern Arc satellites is at 72.7 and that web site has a page that gives you a feel for the subject. There are also discussion threads on the subject on DBStalk that you may want to look at.
