I’ve been with DirecTV for 2 years now, for the first year I had near perfect signal levels, but specially I remember that the 103º(c) levels were all in the high 90's.
But after I cancelled back in January of 08 and came back in May my signal levels were noticeably lower. Now even during moderate rains my HD channels would go out immediately versus before only during heavy t-storm downpours.

Your 103W(c) signals are not as good as they should be. Quite a bit of your 101W isn't all that stellar and I'd be somewhat concerned about the odd transponder numbers. Looks like the installer was chasing after 119W.

When you had DirecTV reinstalled in May, did they realign the dish at that time?

If not, looks like the elevation of the dish has decayed over time.

The first installer that came out in May only dropped off the HR21 and left.
I had to call DirecTV again when I noticed the substantially lower signal levels.

The second tech who came out attempted to realign the dish and did increase the 119 levels from the mid 70's to the 90's,
but then he stated the levels which I had on the other satellites was the best he could do.

Well I hate to pin this on the installer but I agree with Harsh. The second installer was chasing the 119.

What does line of sight look like? Do you have any trees you're looking through?

No trees through the line of sight, however there is one tree left of the dish.
I'm not sure if it's leaves are blocking the LOS because last summer even with the tree, my signal levels were near perfect. hmmm...

I agree, it looks like mast has drooped a bit. You should see a sprinkle of 100s on both 101W and 119W. If they are not spot on, you don't have a very good chance of getting 103c dialed in.

If you're interested in doing it yourself, this is the right place to learn how. You gain independence from having to rely/wait on service calls.

Otherwise, call D* and tell them you only see 50's and 60's on 103c on cloudy/rainy days and picture breaks up too often.

I think you might want to check the AZ first. Almost always if the EL is off, the 103(c)'s show a disparity between the odds and evens. Yet you don't have that. They're just lower than they should be across the board. Your dish mount main bolts might not be securely gripping the mast, and if so, the dish could move again after you re-align it.

Mark the spot where the bracket meets the mast with a Sharpie, if you intend to see if the dish will move. It would be better just to make sure those bolts are completely tight and then re-peak a 103(c) transponder on the receiver's Signal Meters using the AZ fine adjustment bolt, after loosening its two lock down bolts. Then do the EL fine adjustment bolt, if you need to.
