My receiver (vip 211) has been having trouble seeing the 129 lately. It can be a perfectly clear day, no rain, wind, or otherwise, and the 129's signal strength will be in the red. When I run a check switch, the 129 says "reception error" while the other two sats are working fine. Then the next day, the 129 will be back and running and I can receive channels that I wasn't getting the day before. This comes and goes in cycles. Has anyone else experienced this? Could this be a receiver problem?

If the other two statellites are working fine your problem is unlikely to be the receiver. You did not mention what type dish you have but it sounds like the dish may not be aimed properly for 129. The problem also could also be a bad LNB.

It's the dish1000. If the dish wasn't aimed properly, why would it be working perfectly on the days that I'm receiving a signal? The days that it is working, the signal strength is strong when I check it, not just borderline receiving a signal.
