Recording programs on an off air antenna through the genie

I have a genie with AM21 tuner to get off air HD signals. When I check the signal strength it says 100% and when I watch the channel live it plays fine. However when I record programs the picture is choppy on playback like I would have low signal strength. Has anyone come across this problem? Is there a way to fix it?
