I am needing to run my coax cable down a different wall in my living room. In order to do this myself, I will need a tool to be able to put a new connector on the coax cable. Is it possible to get a crimper (Cheaply, like < $20) that will do a good enough job, that I will not lose any signal quality? I will have an HD-DVR hooked up to this line.

You should be able to get a good kit from HomeDepot for a fair price.

I paid ~$15 for a DataShark brand compression tool at Home Depot. This brand of connectors is a bit less expensive than others, but i believe the tool will work with other brands. Compression connectors (aka snap 'n' seal) are preferred over hex-crimp.

For interior reconfiguration, worry more about the cable you are using. Use solid copper center conductor/at least 60%shielded cable and the connections(not subjected to the elements)are less important. Don't run the cable near elec. lines, do use a wall plate swept to 3ghz, do make sure none of the cable shielding brades come in contact with the center conductor or you will have a short in the line.
