Which means "almost no one", unfortunately. Download speeds have gone way up over the last couple of years, but upload speeds are still far lower.

I'm on Comcast, on the fastest tier in my area, and around $80/month. It's 8Mb down but only 768k up...

I have 3MB upload speeds with Cox in my area (Las Vegas). 20 down/3 up for $54 a month. Just because Comcrap is not giving it to you, you shouldn't assume that no one can get it. ;)
