That depends entirely on the brand and model remote in question. In the case of the $130 Samsung remote, it must be buttons down as described in the manual.
More to the point:
Samsung charging instructions said:
To charge the remote with solar energy, simply set the remote down with the solar panel facing up. You can do this in your living room while your lights are turned on, or you can place it near a window where it will soak in natural sunlight.
Samsung's documentation, as a rule, is far from great but they do manage to cover most questions if you read the manual.

If your question was about some other brand or model, the answer will likely be found in the associated manual.

No!

The manual clearly reads "with the solar panel facing up".

If you must have the buttons facing up, you'll need to use a charger as the manual suggests. All of your questions are answered in the manual.
