Not to make excuses, but in general this is a huge problem in the industry, so some but not by any means all of it can be pinned on Dish. For example, there was a good article in Broadcast Engineering about the WIDELY varying audio levels between different stations and network feeds, as well as widely varying levels between commercials and shows, etc.. Besides just level, another problem is what the original format of the particular content is. If the content needs to be upconverted or downconverted (HD to SD or viceversa), then no good can come to the quality of the output, only bad.
