Speculation: Could FOX start a second network

With FOX owning stations (duopolies) in some of the biggest markets for clearance, I am wondering if FOX could break its stations away from UPN(Viacom), and start a net like how Univision did with Telefutura. They could get affiliates in other markets with ** indicated. These stations are currently independent.

New York:
WNYW(Fox-owned running FOX) , WWOR

Los Angeles:
KTTV(Fox-owned running FOX), KCOP

Chicago:
WFLD 32 (Fox-owned running FOX), WCIU 26**

Philadelphia
WTXF 29 (Fox-owned running FOX), WGTW 48**

San Francisco
No FOX owned station I know of, but could sign KRON 4 to be affiliate of a FOX's new net.

Boston
WFXT 25 (Fox-owned running FOX), WDNS maybe**

Dallas
KDFW 4 (Fox-owned running FOX), KDFI 27

Washington DC
WTTG 5 (Fox-owned running FOX), WDCA 20

Atlanta
WAGA 5 (Fox-owned running FOX), not sure

Detroit
WJBK 2 (Fox-owned running FOX)

Minneapolis
KMSP 9/ WFTC 29

Since WB charges their affiliates, many WB affiliates might find a new network of FOX to be better for them possibly. Both UPN and WB would be weakened IMO in any event. Maybe PAX could be eliminated.

Fox should focus on their main network first before trying to do anything else. What the hell has happened to this networks programs?

KTVU, the Fox affiliate, is owned by COX which also owns KICU in San Jose.
If FOX had enough programming for ONE network this would be aviable idea. But they don't. The second network would always get leftovers. Of cours that si likely to be VIACOM owned UPN's fate as well.
