The TSIDs listed on my website (intentionally labeled unofficial) are based on what DISH has in the tables they transmit over satellite. Some of the numbers are known to be wrong ... and DISH has corrected some TSID numbers over the years.

3157 is the same number as 0x0C55. 3157 is the decimal notation. 0x0C55 is hexadecimal. So on that number, the FCC and DISH agree.

The next challenge would be to find out if KPDX is actually transmitting that number OTA.

0x0C55 is the hexidecimal value of 3157

Some stations do have errors where they're not using the correct TSID in their PSIP data. This isn't really that easy to verify yourself unless you have a PC tuner and use software like TSReader or something like HDHomerun where using the IP address of the HDHomerun device and entering http://IPAddress/lineup.xml?tuning into a browser will display that information.

That's not real time data, so it doesn't always reflect the current situation, especially if a station made an upgrade to their encoders or any other equipment since the last time Trip got updated TSReader data for those stations. Some stations are recent, others have data that was last updated over 5 years ago in 2011.

Locally we had one independent station install a new encoder when they transitioned to HD this fall and forgot to update all the fields, so for about a month they were sending out a TSID of 1. Another local low power station got some hand-me-down equipment from a sister station when they transitioned to digital and still has some fields from that station in their PSIP data.
