If I have 7 tuners in use (HR34 & HR24) on a 8 way splitter and add a spare HR21 I have can I use it and have just one tuner active or will cause issues?

That will work fine.

I would disconnect the HR24 from the SWM network. Connect the HR21. Repeat satellite setup, configuring for single tuner setup. Then reconnect the HR24.

When you rerun the satellite setup, there is an option for it in one of the steps.
