Fast motion scenes are hard on MPEG4 compression algorythms. It is a touchy subject but it might be over zealous compression.
Just Burn Notice? I have noticed they seem to be a bit more grainy on Burn Notice than any of their other shows.. Grainy, like maybe they film it on actual film, and they don't clean it up on transfer... On purpose? Not sure... But other programs seem to be clean, for me at least... Ummm, it's supposed to look that way, it sets the "mood" of the show. Ever seen the movie Minority Report? Besides, anything film isn't going to be "super clear" like a live sporting event on video. Just two different ways to capture moving pictures and they look different.
