I forget which channels, but I've seen it on a couple too. Before I adjusted my TV's overscan (CRT rear-projection) I did not see this... but after adjusting to view more picture, I now see this on some channels.
Bottom line here is that not every channel provider appears to be calibrating their broadcast to the same level. There are broadcast standards and % of tolerance that is acceptable... so some channels are shifted up, others down, and some side-to-side different too.
