FYI on WXSP. Only reason it is on DirecTV at all despite being a subchannel is that it was added when our SD locals launched back...man...7 years ago now? Anyway, back then WXSP had half the Red Wings, Pistons and Tigers games on. They were a "repeater" for all those games that were on UPN 50 in Detroit. And since DirecTV is the king of sports they put WXSP on in our area for the sports. They did this with a few other stations around the country just like it. But today WXSP no longer shows all these games since 95% of them are all on FSN Detroit now. However contracts say that WXSP remains.
Neither WXSP or CW7 have any HD feeds and probably never will. WXSP would be the only one I give any chance on. I believe that WOOD plans to build a new digital transmitter just for WXSP after the digital transition. Check our local thread on AVS back a few hundred posts when LIN (owners of WOOD, WXSP and WOTV) finally signed a contract with DirecTV. The WOOD engineers posts from time to time and they had some good info on this one. WWMT as noted only provides HD as it is on CBS only because they are forced to by the network and they don't spend any extra money on it. So I doubt they will ever do anything with the CW (which will probably go under next year anyway).
I also recall the national CW going up right after WWMT renewed their contract with DirecTV. So I'm guessing that that new contract with WWMT allowed DirecTV to give our area the national feed vs. the local CW7 feed, for whatever reason. Obviously just connecting the dots here, but it is a straight line.

If you want CW7 uplinked I think the first course of action is to contact WWMT and ask why CW7 isn't on DirecTV (or Dish) now and when they expect it to be. They may tell you it's not going to happen or they may tell you to put your request in to DirecTV.
I'm not against getting the local feed added but frankly see no reason why it needs to be. The national feed provides the CW network shows which I'm sure is all anyone cares about on the channel. But then I don't believe there should be any local affiliates anymore anyway. The "networks" should have just one national feed just like the "cable" channels. I could care less for all these local stations.
