When DTV decideds to turn on locals do I need to call them? Will they just appear one day on my channel guide?

They should just show up in the guide the day they go live. Altough, there will then be duplicate guide entries for each channel that is available in HD. The fist one will be the HD version, the second will be the SD version you have now. If you don't like the way that looks, you can create a custom channel list and just remove the SD entry.
