Is it common practice to route wires from the dish to the house entry point using the gutters attached to the roof? Meaning the wires are physically laying in the tray of the gutter (where water flows)

DTV should not be considered a source for approval. They contract the installation process enough that while they are protected from the acts of third parties.........they also give up control.

What they said. It's very common practice for us installers. Aside from what they said, the cable won't melt from summertime heat if it was just laid across the rooftop, doesn't cause any damage to the house at all, and can act as gutterguards if done the right way.

I want to point out that in my mother's installation, the sat lines weren't laying at the bottom of the gutter, in the trough, they were laying across the hangers that secured the gutter to the roof/fascia. This didn't obstruct water and hasn't gotten in the way of cleaning ...

Yup,
You quick tie one end at the support rod.....run the cable to the other end and quick tie it there. If the cable is sliding into the gutter you use more ties.

What do you expect, DTV approved cable clips every 18" below the gutter with cable to match the color of the house?

This is the same cable that is used for underground runs. It will be fine.
